Observations of the Nordic Countries on the ILC Draft Articles and the possibilities to draw up a convention whose aim according to the Nordic Countries should be to draw workable lines of distinction between acta jure imperii and acta jure gestionis; and furthermore observations on the importance to secure most procedural questions before an international conference is convened.
